Symptoms

Extracts submitted via payroll flow pattern completed successfully at all steps but failed to import worker.dat file with the error.

If Worker.dat  file is generated by running the report and uploading individually through import and loading data using Worker.zip, loads successfully.

This issue is observed after the 24C upgrade.
