Envelope Created In DocuSign Even Though Electronic Signature Flag Disabled for Contract (Doc ID 3042478.1)

Symptoms

ACTUAL BEHAVIOR

--------------------
Even though Electronic Signature Flag was not enabled, Contract integrated with DocuSign and envelope was created.
Currently the envelope is active in DocuSign and is unsigned, but the contract status has already changed to active.

EXPECTED BEHAVIOR

--------------------
Expect contract to not be active until after envelope created in DocuSign is signed.

STEPS TO REPRODUCE

----------------------
1. Create contract
2. Submit for signature
3. Observe that contract is active in DocuSign and in Enterprise Contracts despite not being signed.
