Address:Exact In Duplicate Identification Match Rules Is Not Considering City Attribute (Doc ID 3042994.1)

Duplicate Identification results are not correct when using "address:Exact" under the Match Rules.

Noticed this behaviour both Account Real Time Duplication Pop up and also with findDuplicates Rest API.

Below Match Rule is triggered with 95 score even when City values are different.
