Symptoms

FDC Taxes Tab UI does not permit updating the tax rate

Some times customer needs to create the FDC manually by entering information from the invoice.
Then run the validation, tax rules are applied in the FDC, but the tax rates default to zero. Attempts to update the rate in the UI are unsuccessful.
FDC status stuck in Needs Re-validation.
