Unable to Search All or Specific Users In Search Talent Profiles Task

Symptoms
An HR specialist is either unable to search for anyone or is able to search for specific users only and not all users.
All below processes were run;however, HR specialist is still unable to perform search in Search Talent Profile task :
Job 1: Update Person Search Keywords,
Job 2: Optimize Person Search Keywords Index,
Job 3: Update Profile Search Keywords (When run for the first time, use parameter for Process Type = Full job),
Job 4: Optimize Profile Search Keywords Index (Full optimization parameter),
Job 5: Synchronize Profile Search Keywords Index.
