Despite having Plug Account Blank, The Validation error to enter UD2 is Popping Up

Requirement: If Plug Account has Value, the UD2 should also Have value.

Validation Created to achieve the requirement.

But the validation error trigger despite having UD2 as blank, until one is manually selecting blank again from the List of Values of UD2. Since UD2 is by default blank, system some how not treating that blank as blank.
