On : 11.13.24.01.0 version, Procurement Contracts Generic Issues

ACTUAL BEHAVIOR
------------------------------
User is receiving a duplicate Bill-Plan value from the REST API GET operation response, but there are no duplicate records in the UI.


EXPECTED BEHAVIOR
------------------------------
The expectation is to be able to update the bill-plan using the webservice operations.

STEPS
------------------------------
1. Run the GET REST API operation for the affected contract.
