Goal

Provide a patch for BDS v3.0.27 Non-Kerberos/HA clusters being migrated to BDS v3.0.28 Non-Kerberos/HA clusters.

The patch needs to be installed on the target BDS cluster with v3.0.28 Non-Kerberos/HA and NOT on the source BDS cluster with v3.0.27 Non-Kerberos/HA.  If this patch is not installed on the target BDS Non-Kerberos/HA cluster, migration from v3.0.27 to v3.0.28 fails to transfer the Oozie configuration files.
