OIC Process Form Cannot be Saved and Keeps reporting 403 Error (Doc ID 3045632.1)

Symptoms

Customer tried to update one of Webform of PCS application, the page showed the error msg '***** the connection to the server has failed.(status=413)' and can't save the changes.
Collected the HAR file and found 'Status 413 Payload Too Large' when post the request. 413 HTTP status "Payload Too Large."
