PRC:RSSP: Cannot Add an Item to Cart For a Special Handling Request

Symptoms
When creating a Special Handling Request, items do not get added to cart in Responsive Self Service Procurement (RSSP).
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Redwood - Responsive Self-Service Procurement - Purchase Requisitions (New)
2. Click Actions > Select Special Handling Request
3. Catalog search field > Search for an item
4. Item results appear > Select one of the items to add to the Shopping Cart
5. Click Add to Cart
6. Item does not get added to cart
Alternate Solution:
The application should be able to add the item to the cart from both locations. It works from both locations when not setting it up a Special Handling Request.
