19.3.006.23.1 - Late poll book transfer issues on a processed stock count TC70 posted with NULL cos

 We processed a book transfer-in for an item location on a processed stock count. The ILS updates are working fine and TC22 is posted but the TC70 (cost variance) posted has NULL total cost in tran_data.
