Problem Description:

Internal candidates are not receiving internal job alerts when interests are selected

Changes

Changes:

1. Employees will not receive job alerts when only location is selected
2. Location must be used as an auxiliary parameter rather than a primary parameter for recommendations.
3. Certain changes have been made about the priority of the job preference in which Job Family and Job id are ranked above and location
    and organization are below and hence job alerts will not be received if only location or location and organization is selected as a preference
4. These changes are made because top executives of the company might receive job alerts for lower level jobs just because their location preferences or organization match those jobs.
