Cost Change Not Executing (Doc ID 3046767.1)

Goal

Item 2024004458 was reported to us after a cost change was entered and extracted, but the item_supplier_country cost and item_loc_soh cost never appeared to update. I checked other cost changes that were extracted on the same date, and they appear to have executed successfully.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create cost change for item 2024004458, supplier 365000001, country US.
2. Cost change shows extracted.
3. ITEM_SUPP_COUNTRY does not update with correct cost.
