Data Transforms Connection Fails with "IO Error: The Network Adapter could not establish the connection" Connecting to Database Hosting the Same DT (Doc ID 3047111.1)

Symptoms

When attempting to connect to an Autonomous Data Warehouse (ADW) database using Data Transforms (DT) hosted on the same ADW, the following error is returned during the connection test:

The ROUTE_OUTBOUND_CONNECTIONS has been set as private endpoint.

ALTER DATABASE PROPERTY SET ROUTE_OUTBOUND_CONNECTIONS = 'PRIVATE_ENDPOINT';

The existing default connection to that same ADW works.
