Unable To Create Database Using The Same IP Address (Doc ID 3047493.1)

Symptoms

After dropping/deleting the Database with some specific IP (eg. 10.105.X.X ) and Hostname, not able  to create new database using the same IP and Hostname


Error message: "Action requested can't be performed. Please retry with a different IP Add."
