EPBCS: Workforce Not Able To Create New Hire Requisition for Non-Commission from Smartview (Doc ID 3047506.1)

Symptoms

Users are not able to create new hire requisition through SmartView only for Non-Commission employees.
But they were able to create the same from Web Form for both Commission and Non-commission employees.
Even in SmartView they are able to create for Commission employees. Facing problem only for non-commission employees.
