Order Lines Stuck Error The requested ship date and requested arrival date cannot both be null for a fulfillment line (Doc ID 3047564.1)

Symptoms

Sales orders are revised and added few lines programmatically different line type such bill only and ship only on business requirements .
Few orders failed to populate the data and getting this error :
 
ERROR

Data validation failed for the task layer service Create Scheduling because required data values were not provided.
The requested ship date and requested arrival date cannot both be null for a fulfillment line.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Orders are imported
2. Orders were updated through delivery confirmation process
It checks for any discrepancies for qty shipped from warehouse & delivered to customer
this process add lines to the order
