Unable to Import Subinventory Locators using FSM Import and Export, getting error - "Message Code: FND_CMN_INVALID_ATTRB_API_SERV. Message Text: The value of the attribute Locator Structure isn't valid".

The issue can be reproduced at will with the following steps:
1. Navigate : Setup and Maintenance -> Setup : Manufacturing and Supply Materials Management -> Functional Area : Inventory Management -> Click Actions of Manage Subinventories and Locators
2. Export new configuration package from Manage Subinventories and Locators
3. Fill in required data on INV_INVENTORY_LOCATOR.csv template
4. Click Import form CSV File
5. Click Create New
6. Choose File
7. Click Submit
8. Download Log file
