ORA-12545: Connect failed because target host or object does not exist after GI Upgrade to 23AI (Doc ID 3047669.1)

Symptoms

Customer upgraded GI to 23.5 (from 19c) , GI upgrade was successful. After that database connectivity using scan from client machine in customer network failing with ORA-12545: Connect failed because target host or object does not exist

(DESCRIPTION=(CONNECT_TIMEOUT=5)(TRANSPORT_CONNECT_TIMEOUT=3)(RETRY_COUNT=3)(ADDRESS_LIST=(LOAD_BALANCE=on)(ADDRESS=(PROTOCOL=TCP)(HOST=scan_ip1)(PORT=1599))(ADDRESS=(PROTOCOL=TCP)(HOST=scan_ip2)(PORT=1599))(ADDRESS=(PROTOCOL=TCP)(HOST=scan_ip3)(PORT=1599)))(CONNECT_DATA=(SERVICE_NAME=service_name)))

We get this error:
ERROR:
ORA-12545: Connect failed because target host or object does not exist

 

Changes

 Upgraded GI from 19c to 23.5
