ACTUAL BEHAVIOR
---------------
When using the "Email Contract" function from the Actions menu, a static message created in an RTF file and added to the Message Template is not being pulled. Instead, the contract terms are getting emailed.

EXPECTED BEHAVIOR
-----------------------
The static message created in the RTF file should be pulled and included in the email when the Message Template is selected while using the "Email Contract" function.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an RTF file with the static message and add it to the Message Template.
2. Use the "Email Contract" function, select the Message Template, and observe the email content.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot email the correct static message with the contract.
