When attempting to load a Worker HDL file which involves new hires, all records fail with the following error

The same Worker HDL file loads successfully on other environments

STEPS

The issue can be reproduced at will with the following steps:

1. Attempt to load a Worker HDL file which involves new hires
2. All records fail with the error message above
3. Able to load the same Worker HDL file on other environments
