Unable to Associate Legal Employers on Redwood Locations

On the Redwood Locations page, Add, Correct and Update, there are no Legal entity in the drop-down under Add Legal Employers Operating At This Location.


EXPECTED BEHAVIOR

Should be able to Associate Legal Employers on Redwood Locations

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Attempt to Add, Correct or Update on the Redwood Locations page
2. Note that there are no legal entity in the drop down under Add Legal Employers Operating At This Location.
