Unable To Import a Data Model Extension Due To exception Grain Already In Use (Doc ID 3049197.1)

Symptoms

User have migrated a CR (FCT EXTENSION) from one environment to other environment.

After the import the extension stats is in SUBMITTED STATE but the ACTION is in CLOSED status.
User is unable to reopen the same action as it is saying reopen operation is restricted

When User tries to create new action to extend the same entity it is showing 'Selected Grain already in use by user in Action 'XXXX''
