Symptoms

 A Learning Specialist is unable to reset an activity for a user. The following warning appears when they try to reset the activity.

"The learning record can't be reactivated because it conflicts with record OLCxxxxxx"

 The learning record in question, is not retrievable in the User Interface (UI). It can be found in the database via a report.
