Cost Codes Segments are not translating to Spanish.

EXPECTED BEHAVIOR
-----------------------
Cost Codes Segments should be translating to Spanish when the preference setting has been changed Spanish.

The issue can be reproduced at will with the following steps:

1. Log into the environment as the admin with English as the preference language.
2. Go to Company Workspace.
3. Go to Data Structure Setup >Data Definition.
4. Notice the Cost Code segments created.
5. Go to Configuration > Internationalization.
6. Find Source Type equals "Data Structure".
7. Enter String Contains field "Segment A".
8. Open Data Structure "Segment A+".
9. In Spanish field, put "abc" and click OK to save the changes.
10. Change the admin user Preferences to Spanish.
11. Log out and back in and go to the project. 
12. Navigate to the Project Cost Sheet Log, select Project Cost Sheet.
13. Notice when creating a new cost sheet template, all the Segments are in English but they are translated in Internationalization to Spanish.
