Not Possible To Update Pre-allocated PO Quantities

Symptoms
Cannot update the ordered and allocated quantities using PO induction.
Steps
1 - Create PO via induction (20 units to the WH and 15 allocated to each store. Total ordered quantity is 50.)
2 - Download created PO
3 - Update PO quantities via induction (50 units to the WH and 20 allocated to each store. Total ordered quantity is 90.)
4 - Update PO quantities via induction (20 units to the WH and 15 allocated to each store. Total ordered quantity is 50. Same as initially created.)
5 - System does not allow it ..Error in upload "The quantity ordered cannot fall below the quantity allocated which is 40"
6. In spite of error ALLOC_QTY changed to 15 back, but ORDLOC qty shows 80 incorrectly.
