Symptoms

ACTUAL BEHAVIOR
--------------------
After 24B upgrade, users are not able to update the charge line of already existing charges where ExternalParentKey attribute is blank or not able to create new charges with blank record.

EXPECTED BEHAVIOR
--------------------
User expects to be able to update the charge line of an already existing charges where ExternalParentKey attribute is blank or we are not able to create new charges with blank record.

ERROR
---------------------
The value of the ExternalParentKey attribute is not valid. (OSS-6075166)


STEPS TO REPRODUCE
----------------------
The issue can be reproduced at will with the following steps:
1. A. Pass payload to create charge for Subscription Product leaving ExternalParentKey blank
    B. Observe Error

2. A. Attempt to update a previously created charge that was created with blank ExternalParentKey 
    B. Observe Error
