Symptoms
Ran "Import Tokenized Credit Card Data" ESS process, and failing with error. ESS log for 'Import Credit Card Tokens' job shows following error:

oracle.apps.financials.payments.fundsCapture.creditCards.creditCardService.applicationModule.CreditCardAMImpl::parsing CSV file
oracle.apps.financials.payments.fundsCapture.creditCards.creditCardService.applicationModule.CreditCardAMImpl::missing mandatory headers
oracle.apps.financials.payments.fundsCapture.creditCards.ess.program.TokenizeCreditCards::exception while reading csv file oracle.apps.fnd.applcore.messages.ApplcoreException: JBO-FND:::FND_CMN_FLE_UNREC: <MESSAGE><NUMBER></NUMBER><TEXT>The file {FILENAME} can_t be imported because the format isn_t recognized.
