CSS file references in themes are returning 404 after a theme and site are published (Doc ID 3051476.1)

Goal

I have replicated the error directly against the Oracle url, i.e. without using WAF, LB, apaches, etc... so that we can focus on OCM and not on the rest.

What happens?
The stylesheets retrieved from the OCM theme, returns 404 so the portal looks bad. It is not random, once it fails, it fails for all requests.

How do I fix it?
I republish the site theme and it works again. Reason: I don't know. The error always occurs in the css. It is as if the cache where the css is hosted is lost.
