Symptoms

Add Pending worker transactions failed for HR users.

HR transactions are expected to be self-approved, but these transactions are failing.

Error encountered when HWF invokes a web service.


TAC (Transaction Console) Diagnostic shows below technical Fault:

SOAP Fault from server : JBO-29000: Unexpected exception caught: java.lang.RuntimeException, msg=oracle.jbo.JboException:
JBO-29000: Unexpected exception caught: java.lang.ArrayIndexOutOfBoundsException, msg=null

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. My Client Groups > "New Person" dashboard > Add a new pending worker
2. Enter details and submit
3. See transaction fail in Transaction Console

Expected: Transaction to be auto-approved and pending worker to be created.
