Continuous Improvement Routing Plan Unduly Using Resources Outside The Routing Bucket (Doc ID 3051847.1)

ACTUAL BEHAVIOR
---------------
Activities are being assigned to resources outside the routing bucket when prerequisites are fulfilled (i.e. WZs, WSs and calendar), but the routing plan schedule = "Continuous improvement".

EXPECTED BEHAVIOR
-----------------------
Activities should not be assigned to resources outside the routing bucket when the routing plan schedule = "Continuous improvement".

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On the routing bucket (say bucket A), change a routing plan to schedule = "Manual" and set the "Use resources outside the routing bucket" flag under "Filters" section. Save the changes.
2. Move a resource to a different bucket (say bucket B) than the routing bucket. Make sure both the new bucket B and the resource have the proper WZ, and the resource has the required WSs and calendar.
3. Go back to the same routing plan and change the schedule to "Continuous improvement" (you may set the interval to 00:00-23:59, every day). Save. This should have removed the "Use resources outside the routing bucket" flag as per the WN documentation of 24A: "The option of Use resources outside of routing bucket is also unavailable for the Continuous improvement run type.". In fact when you select this option, the "Use resources outside the routing bucket" flag becomes invisible, but it will still be set if it was there before like in step 1 above.
4. If there are activities on the routing bucket A, they will be assigned to the resource on bucket B when the Continuous improvement routing plan is executed automatically.
