Send Email Smart Action doesn't show Email Templates for users with custom roles
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Redwood Sales > Opportunity
2. Drill own on a record
3. type smart action "Send Email"
4. click on "Choose an Email Template" drop down and notice there are no templates available. Using Sales Administrator login Message Templates are visible

The issue has the following business impact:
Due to this issue, users cannot select an "Email Template"
