Slowness on searching for promotions
When searching for promotions in RPCS using the advance search, the search times are long for small result sets:
search by dept + start-date between two dates
search by dept + start_date and end_date each between two dates
EXPECTED BEHAVIOR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- go to manage promotions
- open advance search
- input dept, start_date between two dates
- click search
User searched promotion with dept=1001 and effective date. Search returned results after 3.30 min.
