Approved Transfer Close Does Not Reach MFCS (Doc ID 3052631.1)

Goal

When a transfer is closed that is in "Approved" status using SOCS (MAF/JET) or Web-Service, the status is changed to "Canceled Request" but in MFCS the transfer remains in Approved status. Why is the transfer not updated?

When a transfer that is in 7-Approved status is closed using SOCS MAF, SOCS JET or Web-Service, the status is changed to 5-Canceled Request but no message is sent to MFCS, leaving the transfer in Approved status.

EXPECTED BEHAVIOR

The transfer should also be closed in MFCS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 - Create a transfer in MFCS
2 - Wait for the transfer to be integrated in SIOCS and approved.
3 - Make sure the transfer status is 7-Approved
4 - From the SOCS menu, cancel the transfer
5 - Make sure the transfer status has changed to 5-Canceled Request
6 - Note that no Close Transfer message was sent to MFCS.
