When attempting to create a new non-recurring Standard Earnings Element which involves a specific Legislative Data Group or LDG and includes the Secondary Classification attribute and custom or seeded value by loading the Payroll Element Details HDL file, the following error occurs.

You need to enter a valid value for the SecondaryClassificationId attribute. The current values are <SecondaryClassification>

The issue can be reproduced at will with the following steps:

1. Attempt to load a new non-recurring Standard Earnings Element which involves a specific LDG and includes the Secondary Classification attribute and custom or seeded value
2. Encounter the error message above
