Asset Retirement Fails Due to Inconsistent Date Ranges After Deletion on Category Book Defaults (Doc ID 3053750.1)

Symptoms

When deleting a category book defaults row for the latest date range, instead of reopening the previous earlier row again, the application can randomly reopen an earlier row, which is not consistent.

When deleting a category book defaults row for the latest date range, the application should reopen the previous earlier row again to be consistent.

The issue can be reproduced at will with the following steps:
1. Navigate to a category and book combination under Manage Asset Categories.
2. Choose the Book Defaults tab.
3. Delete the latest row which has no end date.
4. The next latest row should be updated to not have an end date, but instead the app may do this update for an earlier range.

Due to this issue, users cannot properly retire assets from the category with this invalid range existing.
