P3: Cannot Receive 2-legged Transfer Into External Finisher Location Via ReST API Nor UI (Doc ID 3053942.1)

Goal

Why when a 2 legged transfer is created via an external finisher (WH -> finisher -> same WH), the shipment cannot be received into the External Finisher via RMFCS UI?

If using REST webservice (/services/inventory/shipmentsAndReceipts/stockOrder/receipts/manage) the receipt is getting created. However, upon receipt the system seems to automatically ship out the 2nd leg. Is this expected behavior?
