On : 11.13.24.07.0 version, Global Human Resources
Unbale to submit extracts using 'Submit Extracts' page under Data Exchange

STEPS

The issue can be reproduced at will with the following steps:

My Client Groups > Quick Actions > Show More > Data Exchange > Submit Extracts

Cannot find any extracts here and not able to submit

Same extracts are able to submit in 'Submit a Flow' Page
