Symptoms

ACTUAL BEHAVIOR:
"Max Availability" field does not roll up on the Resource Analysis page for a Program.

EXPECTED BEHAVIOR:
Expect "Max Availability" field to roll up.

STEPS TO REPRODUCE:
The issue can be reproduced at will with the following steps:
1. Create a Program.
2. View Resource Analysis.
3. "Max Availability" field does not roll up.
