Price Change not allowed at Style level when tran level = 3

MFCS allows the tran level to be set at level 1, 2, or 3. If MFCS allows that setup, then a retail change should be allowed at the same level since all items below the style would generally have the same retail. PCS does not allow a price change to be created at item level 1 when the tran level = 3. This needs to be changed because 90% of customer items are set up with tran level =3 and if a price change cannot be done at the style level, then the style retail will never match the retail of its SKUS and/or UPCS if a change is done.
