Symptoms
While testing in 24D, note that the payroll users are unable to access the View Flows page under the Payroll module as clicking onto the link kicks them back to the home screen.
Since prior to the upgrade they were able to access the View Flows UI, expecting to be able to access after upgrade.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to the system.
2. From the home screen, Click on My Client Groups, Click on Payroll.
3. Click on View Flows.
Note the behavior displayed.
