Rate Details for Shipment Base Cost is not Showing in the Details of the Financial Tab of a Shipment (Doc ID 3054726.1)

The Shipment Base Cost Not Showing Details Financial Tab, in prior version of OTM when we had a shipment LTL in this example if you click on base cost in the shipment fin tab it will show breakdown of that cost.

Now  it just says SMC Base Charge.

The same lane, same rate and same planning parameter set are in use with the option of RATING ENGINE STORES DETAILED COST INFORMATION Set to TRUE.

This parameter has also been flipped to false and then all detail is removed and flipped it back and all detail for all lines is there except the base cost line


Steps to Reproduce the Issue
-----------------------

1. Setup a Rateware/SMC rate service/call
2. Set the bulk planning parameter - RATING ENGINE STORES DETAILED COST INFORMATION Set to TRUE
3. Navigate to ask oracle about rates screen and enter data to utilize the SMC rates (enter needed information to check rates here)
4. Run the "Ask Oracle" about rates - see the rate details - instead of specific details it just says SMC BASE RATE
