Tax Rounding Is Happening At Line Level Not Header Level (Doc ID 3055030.1)

Symptoms

For receivables transactions, tax rounding is happening at line level but not at header level. Due to that, there is an indifference between the system-calculated tax amount and the actual tax amount.

For example - transaction amount is 10025. The actual tax amount should be 1904.75, but the system calculated it as 1904.77.

Steps to Reproduce:

Navigation: Receivables -> Billing -> Transactions -> Create transactions
