OTM Planning Engine is NOT Creating Sell Shipment Through Ground Schedule (Doc ID 3055132.1)

Symptoms

OTM Customers when try to create Sell Shipment through Ground Schedule configuration, Planning Engine is always generating a Buy Shipment. 

Even though system has Sell side Rate, Itinerary and other required configuration, still the Ground Schedule is creating a Buy Shipment. And, interestingly, when Sell Order Movements are Bulk Planned, those are getting tagged to the Buy Shipment created through the Ground Schedule.
