Actual Behavior

Unable to reuse a Billable Charge if that charge was billed via a Off Cycle previously
So if we have a Billable Charge for which we created a bill via a Off Cycle - once the bill is created - we credit note it - this frees up the Billable charge - However if we go to Off Cycle Bill Generator Add - the drop down does not show this same freed up billable charge
