OIC ALC for VB instance does not work after upgrading to OIC Gen3, while it worked in Gen2.

*The setting is in OCI Console > Integration instances > [Specific OIC instance] > Network Access.

Users should observe that the external IP access to VB instances was restricted by the ACL feature in Gen2, but it does not work since Gen3.
