Goal

Download Blank Templates Screen in RAAC post application upgrade

Download Blank Templates Priv will be included in a new Blank Template Inquiry Duty (RMS_BLANK_TEMPLATE_INQUIRY_DUTY).

But we are not able to find this new duty role in RAAC post upgrade.
