ACTUAL BEHAVIOR

SOAK 24D: Existing permit type cannot submit new application
Existing permit type cannot be submitted as new application.
EXPECTED BEHAVIOR
-----------------------
All existing configurations will continue to work when opting in for Redwood apply pages.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an old permit configuration.
2. Opt in to Redwood apply pages.
3. Start a new application of the old permit type.
4. Try to submit.
5. After failing to be able to submit, click Cancel button.
6. No response to Cancel button. User is just stuck.
