Unable To Bulk Update Subscription Header Billing Address Via Import (Doc ID 3055882.1)

Symptoms

On : 11.13.24.07.0, Import

ACTUAL BEHAVIOR
-----------------------
We are trying to bulk update customer bill to address at Subscription header level using Import Management but it is erroring out during validation.
This is happening when we are trying to update 2 or more subscription header using single csv file.

However, when we try to update only 1 subscription using FBDI, it is allowing us.

What is the root cause of this and how can we prevent this error?

ERROR
-----------------------
Attribute BillToSiteUseId in view object Subscriptions cannot be set.


STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit import in order to update Bill-to Address at Header Level
2. When submitting single record, address updates without issue
3. When submitting with 2 or more Subscriptions, no error occurs
