Fusion Global Payroll: Accounting Entries That Were Created After Running Create Accounting (CA) Are Not Complete. There Is Only Credit Entry That Got Created for Cash Clearing

Symptoms
The Issue: The accounting entries that were created after running Create Accounting (CA) are not complete: there is only Credit entry that got created for Cash Clearing..
The payroll user have run the Costing of Payment process then ran the process Transfer to Cash Management. Before Finance user Reconcile the data in Cash Management the Payroll user has run Costing of Payment again.
Then finance user has Reconciled the data in Cash Management then Payroll user has just run Transfer to Subledger. > Finance user has run Create Accounting.
Issue: Because of not following the sequence of processes, the entries that created after Create Accounting is not complete there is only Credit entry that got created for Cash Clearing.
Bank reconciliation accounting entry is missing in the payroll JV:
Bank Cash Clearing account - Debit
Bank Cash Account - Credit
Expectations: Complete accounting entries to be created after running Create Accounting (CA).
The Steps: The issue can be reproduced at will with the following steps:
Below are the steps that the user has followed for impacted June Month:
1. Calculate Costing of Payments.
2. Transfer Payments Information to Cash Management.
3. Calculate Costing of Payments. < wrong step here; it should have been 4. first
4. Reconciliation in Cash Management (This will be done in Finance). <- wrong step here; it should have been 3. next
5. Transfer to Subledger Accounting (TSLA).
6. Create accounting (This will be done in Finance).
Details: The issue occurs for e.q in June. Business have completed July and August month after that. (ie. transferred the data of July and August to Cash management and GL).
